Reports by the BBC say an MP has called for the law to be changed to protect attacks by dogs on private land, particularly to protect those who have to access private land as part of their work, the main occupations most at risk from dog attacks are:

MP Angela Smith wants the Dangerous Dogs Act changed so workers are protected from dog attacks on private land and to allow dog owners to face prosecution.
She has said “There clearly is a problem as far as these attacks are concerned”.
It is believed that thousands of workers are vulnerable to savage dog attacks because the law does not cover dog attacks on private property.
Postal unions have said that as many as 6,000 postal workers are attacked every year by dogs during their post deliveries with hundreds suffering disfiguring injuries and post traumatic stress.
Ms Smith MP for Sheffield Hillsborough, said the law should be changed to make owners of dogs liable for their animal when it becomes dangerously out of control on their own property.
She also said simple precautions by dog owners can prevent a nasty accident, such as putting a mail box away from the house (i:e on the gate) or installing a cage around the letterbox, she said owners should also think about keeping dogs hidden away when the post was delivered.
But she said that the power to prosecute and suitable penalties for offenders, were needed in extreme cases , a stance she said was supported by the Royal Mail.
“If there is an attack by a dog on a child or an adult, more often than not, the dog is destroyed” she said. “But it is the owner that needs to face the consequences.”
Owners have a duty to control their animal, victims of dog attacks can take civil action and claim damages for injuries, trauma, loss of earnings and any other expenses they incur as the result of an attack by a dog.
If the dog owner has household insurance, the task of making a claim is made easier as it will usually be handled by the insurance company under the “liability to others” part of the home insurance cover.
